This dynamic is something so personal you can't jump into it before a connection is made. If you're a Dom and your partner isn't giving the submission you need ask yourself if the connection is strong. Does she feel like you're a safe space to go to with issues? Is it clear what you want? Does she know what you want out of this? Do you make her feel wanted and valued? Do you make her feel cared for outside of the bedroom? If any of these are out of place how will the dynamic ever work? So many people waste others time and dont want to put in the real work but want the benefits if a lifestyle built on genuine connections... if you want kinky sex just say that.
