Hi lovely Cage staff,,

It is my understanding that when we choose to turn OFF incoming messages. That we should not be able to receive incoming messages from those we have not talked to before.

Is this correct?

I do believe so! If you have liked their profile or ever messaged them they will be able to message you. But if not, then I think you are the one who has to initiate.
