I have no idea either. But to hazard a guess it might be someone in a multi-sub dynamic who makes sure they all do whatever is expected of them while the dom is away.

I mean, the dictionary context of overseer is, a person who supervises others (responsible for making sure that the system or activity works well and is successful).

Digging a little further, I found it used in contexts of biblical and (actual non-consensual) slavery texts. A Master or overseer determined the circumstances of those they were overlooking.
