I think that too much emphasis is placed on the "collar" and not enough on the dynamic.

In my opinion a collared submissive belongs to her Dominant. Honorific 's are based on the dynamic.

Dominant.... submissive
Owner.....owned
Master....slave
Daddy... little girl

In my view, there's less emphasis on the representative item and more focus on what the collar stands for.

The collar is more a mark of possession or submission. What the one wearing it is labeled would depend on the dynamics of those involved...

I believe that once the Dominant gives the submissive the special significant collar and the submissive accepts and then she relinquishes herself to him. The next step is COMMUNICATION. The dominant partner may ask his submissive her opinion but then from there the Dominant partner chooses the name for his own title.
