The term “spanking” for me is directly related to use of the hand. For anything else I refer to it either directly (flogging/caning/whipping etc) or as “impact play.”
OTK spanking is one of my favourites

I can respond to the first question but obviously not the second. I personally find OTK as much more intimate. Between the impact of your bare hand upon a pristine and waiting ass, you can explore and play. The other hand can hold a handful or hair or simply lay across the neck to keep them in place. But the positioning of the body across your lap is just perfect.

For me, much like stated above, most impact is impact play. I typically think of a hand across the ass as spanking. Maybe even a belt or paddle while across my knee, but I prefer the bare palm.
