Let me add my two cents, too. Sometimes it's a location issue - like, it's harder to meet such a person in a village/small town than in a big city. The other times it's a source issue - maybe you haven't found a popular site for some reason, so you keep searching in an almost totally forgotten place or just not visited very often.
